MINIMUM REGION-BASED CONSTRUCTION UNIT LABOR COSTS

According to Official Letter No. 703/BTNMT-TCQLDD issued by the Ministry of Natural Resources and Environment and coming into effect from October 04, 2019:

• On issuing Certificates, the Ministry of Natural Resources and Environment instructed on the basis of preexisting regulations.
• In the case of projects whose condotels, resorts are eligible for transfer, the certifications of ownership (red books) of the transferees are performed under Article 32 of Decree No. 43/2014/ND-CP and Clause 22 Article 2 of Decree 01/2017/ND-CP.
• With regard to order, procedures, documents for obtaining the Certificate, they are prescribed by Articles 70, 79 of Decree No. 43/2014/ND-CP and Articles 8, 9 of Circular No. 24/2014/TT-BTNMT; Clause 8 Article 6 of Circular No. 33/2017/TT-BTNMT.
• The Ministry also requests provincial, municipal Departments of Natural Resources and Environment to review approved investment projects and the land allocations, land leases of each project to determine land use purpose, land use term in accordance with the law.
• In case of fulfillment of conditions to be granted a Certificate then the issue of Certificates to land users, owners of land-attached assets must ensure the legitimate rights and interests of land users, owners of land-attached assets and must not change the scale, objectives and planning of the projects.
