Lawyer Tran Van Tri protected the right of herbalist Vo Hoang Yen

Before the legal provisions which do not allow Herbalist Vo Hoang Yen to implement his right of medical care, Lawyer Tran Van Tri stated: “The medical care of Vo Hoang Yen was clearly effective; hence, we should deeply discuss how to amend the unreasonable regulatory to facilitate Mr. Yen to treat for the patients. Due to that the law was made by human, the law should be modified by human; accordingly, it is really necessary to change the Law on Medical Examination and Treatment”.

In the morning of August 9, the People‘s Committee of Binh Phuoc Province informed to have issued Dispatch No. 2318/UBND-VX signed by Mr. Nguyen Huy Phong, Deputy Chairman of the People’s Committee of Binh Phuoc Province, to reply the proposals of the Union of Science and Technology of Binh Phuoc Province after the workshop on methods of acupuncture massage of Mr. Vo Hoang Yen taken place on July, 29.

The Dispatch stated to agree with the guideline on implementation of five (05) proposed and recommended contents of the Union of Science and Technology of Binh Phuoc Province. Particularly, for the registered content of recommendation for Mr. Yen to continue to treat patients in the group of deaf and dumb, polio, spinal degeneration, the Provincial People’s Committee approved for Mr. Yen to continue his treatment for this group of patients.

Thus, Binh Phuoc Province has approved the guideline proposed by the Union of Science and Technology of Binh Phuoc Province, including: Herbalist Yen has right to treat patients, who have been reflexology from 1 to 3 times, of the disease group of deaf and dumb, polio, spinal degeneration in the province.
The Provincial People’s Committee allowed the Union of Science and Technology and the Provincial Association of Eastern Medicine to introduce Mr. Yen to become a member of the Provincial Association of Eastern Medicine and he might be chosen by a legal entity for the registration of a provincial scientific topic.
The People’s Committe of Binh Phuoc Province approved the guideline to allow the Provincial Council of Science to supplement the topic for scientific research named: “Use of acupuncture massage for rehabilitation for deaf and dumb diseases, polio, spinal degeneration” to the group of research topics approved in 2011.

Doctors carefully evaluated records on science basis
The time for the implementation of the topic shall be from 6 months to 1 year. In this process, many Professors, Doctors of Science, Herbalist and Doctors with advanced expertise shall be invited to engage in Reviewers Council, aiming to provide analysis and assessment basing on science.
After acceptance of the topic, the Provincial People’s Committee shall direct the Health Sector, under the authority, to grant permission of long-term treatment for Mr. Vo Hoang Yen in the province. In addition to treating patients in public health facilities, the Provincial People’s Committee allows Vo Hoang Yen to coordinate with the authorities for establishing the Center for Science in Nursing Rehabilitation for the elderly and the disabled in the province as requested by Mr. Vo Hoang Yen.

1/ Because of the numerous number of patients in the disease group of deaf and dumb, polio, spinal degeneration in the province, who have been reflexology from 01 to 03 times, need further treatment, the Union of Science and Technology proposes the PPC directs the Health Sector allows Mr. Vo Hoang Yen to continue treatment for patients registered in the list. For the good and scientific treatment, the treatment of Mr. Vo Hoang Yen should be taken place in the Provincial Traditional Medicine Hospital or Quang Minh Temple.
2/ To propose the Permanent Provincial People’s Committee allows the Union of Science and Technology and the Provincial Association of Eastern Medicine to suggest Mr. Yen to become a member of the Provincial Association of Eastern Medicine; hence, he might be chosen by a legal entity for the registration of a provincial scientific topic.
